The test that matters
Everything turns on remaining life. A repair on a roof with a decade left is money well spent. The same repair on a roof with two years left is a deposit on the replacement you are about to buy anyway.
When repair is clearly right
Damage confined to one area, a covering that is otherwise sound and flexible, and a cause you can point at — a cracked pipe boot, a length of failed flashing, wind that took a dozen shingles. Fix it and move on.
When it is clearly not
Leaks appearing in unrelated places, granules leaving in quantity, shingles that crack when walked on, or a third repair in two years. At that point the covering has reached the end of its service life and repairs stop compounding.
The middle
Most houses are somewhere in between, which is why two contractors can honestly disagree. Ask each for a remaining-life number and the reason behind it. When two of the three independently say the same thing, that is your answer.
